NHM employees announces pen down strike

ITANAGAR, Dec 10: Upset with the non-payment of its pending salary, The Arunachal Pradesh NHM Employees Association has decided to go for pen down strike from December 11 to 20 next.

The employees under NHM which includes RCH, HSS, RNTCP, NPCDCS, NTCP, IDSP, NVBDCP, NLEP, NPCB and NUHM (both technical and non-technical) have not been paid their salary for four months.

The Association had deferred its proposed pen down strike in the month of October on the assurance by the Mission Director (NHM).

Again on November 16, a representation was submitted to the concern authority for early release of the salary but till date the Association has not received any assurance or any initiation by the concern authority, the Association said in its release.

 

Vehicles seized for carrying minerals illegally   

ROING, Dec10: A total of six dumpers carrying minor minerals illegally, were seized by the Department of Geology and Mining this morning. The seized vehicles were detained and released after the realization of penalty as per the provisions of APMMCR 2002.

An amount of Rs.30, 720 were realized as penalty from the owners of the vehicles as per the rule, informed Jotin Linggi, AMDO Roing. DIPRO

 

Hubsi mushroom grown

BASAR, Dec 10: Schizophyllum commune Fr commonly known as Hubsi mushroom has been grown in the artificial climatic conditions of Basar by the ICAR Arunachal Pradesh Centre, Basar recently.

Schizophyllum commune which is commonly known as split gill mushroom has a wide market and is known to contain important bioactive compounds that are important to pharmacological industries.

 

Relief provided to fire victims

ITANAGAR, Dec 10:   A joint team of Galo Students' Union (GSU) and West Siang District Students' Union (WSDSU) distributed relief materials to the Dec.4 fire victims of Doji Jeko village under Bagra Circle on Wednesday.

GSU President, Binya Ronya also contributed Rs.30000 to the relief and rehabilitation committee of the village. While urging both the state government and the district administration to sanction adequate funds as relief to the victims, Ronya further appealed to the villagers to reconstruct their houses at a safe distance from each other to minimize the damage in case of similar incidents in future.

 

Provide free TV and electricity: GBs

RUKSIN, Dec 10: Reiterating their demands for TV sets and free electricity for the Gaon Burahs, the GBs of Nari-Seren block under East Siang have criticised the state government for its inaction.

The joint secretary of Nari-Seren (Ramle Banggo) Gaon Burah Association, Onang Eko in a press statement said that Chief Minister Nabam Tuki during his last visit to Nari-Seren made a commitment to give free TV and power connectivity to the Gaon Burahs within a short period, but he has done nothing so far to keep his assurance.

Stating that GBs of other districts are being given free TV sets, Eko has questioned the state government as to why they are deprived from the opportunity.

 

Association seek cancellation of VIP trading

ITANAGAR, Dec 10: The All Arunachal Pradesh Non-Registration Contractors’ Association (AAPNRCA) has sought cancellation of trading licenses of MLAs, ministers and government officers claiming that the VVIPs are looting crores of public funds by using their trading licenses. The Association has submitted a two point memorandum to the governor in this regard.

In its memorandum, AAPNRCA has also demanded to cancel the work contract of M/S Hindustan Prefab Limited engaged in the construction of NIT, Jote alleging that it is extracting huge quantity of minerals without paying royalty to the state government.

The association gave 21 day’s time for the fulfillment of its demand.

NES questions Rajkhowa’s decision

ITANAGAR, Dec 10: The Nyishi Elite Society (NES) today alleged that Governor JP Rajkhowa is indulging in pick and choose policy by ignoring impeachment motion moved against Deputy Speaker of the Arunachal Pradesh Legislative Assembly and only allowing the impeachment motion against Speaker Nabam Rebia.  In a press release, NES came down heavily on Governor and alleged him of targeting the person who hails from Nyishi community as it announced a protest march on Dec 14 which will culminate at IG Park.

The march is aimed to expose the “wrong doings of the Governor and to press for withdrawal of the order summoning early sitting of Legislative Assembly”, the press release stated.

“The motive of the Governor seems to be two pronged strategy which is pro-Assam and against interest of Nyishi community. He has appointed Deputy Speaker to preside over the impeachment motion against the Speaker. In the contrary, the Deputy Speaker who faces similar impeachment motion submitted to the assembly secretariat earlier should have been taken-up first for consideration. But in a case of pick and choose principle, the impeachment case of the Speaker has been taken-up earlier,” read the statement of NES.

Further they added, “Rajkhowa’s pro-Assam attitude has been again reflected as he is attempting to dislodge the immunity enjoyed by Nabam Rebia as the Speaker of assembly to pave way for custodial interrogation on a falsely implicated FIR on Assam-Arunachal boundary dispute.

“He started his anti-Arunachal activity by first writing to the Prime Minister urging for improvement of Lilabari Airport in his home state-Assam instead of Hollongi”, added the organisation.

NES went on to add, “There are established rules and procedures guided by Legislative Assembly, Arunachal Pradesh, Rules of Procedure and Conduct of Business-2008 to preside over the sitting of the Assembly and his appointment of the Deputy Speaker to chair the sitting suffers from absurdities. As a titular head, the Governor is supposed to sign the matters prepared by the council of ministers headed by the Chief Minister and in the instant case, he has to sign the documents prepared by the Legislative Assembly Secretariat. He has no authority to prepare the agenda of the business of the house which is the domain of the Business Advisory Committee of the LA.”

NES also claimed that under Article 181, when there is pending impeachment motion against the Speaker and the Deputy Speaker, both of them cannot preside over the sitting of the Assembly. The appointment of Deputy Speaker to preside over the impeachment motion against the Speaker by Governor is nothing but political vendetta and communally motivated action, it said.

 

 

PPA calls for debate on Article 371 H

ITANAGAR, Dec 10: People’s Party of Arunachal (PPA) has said that state needs a debate on the relevance of Article 371 H.

“We should talk of amending the Constitution rather than cry foul on a highly debatable issue (Article 371 H), we have neglected so far” the Party said in a statement while stating that it was unfortunate that Governor of Arunachal Pradesh is being accused of running a parallel Government by the State Government.

The PPA has time and again been raising the continued relevance of the Article considering the overriding Constitutional Powers conferred upon the Governor of Arunachal, it said while calling for a debate. Many a times, the Party has tried to initiate a healthy debate on the defective Statehood Act 1987 vis- a-vis Article 371 H, but the response from all corners-civil societies, student bodies, Political parties and intellectuals in general have been almost nil, it added.

The Party added that State Government has completely lost the confidence of the common public as well as the support of the majority of Legislators in the Assembly.

“We must admit as well that the present ruling Government in the state had the tacit support of the former Governor in taking the state to early elections, six months before the stipulated period” PPA said.

 

 

ANSU seeks Governor’s ouster from Arunachal

ITANAGAR, Dec 10: The All Nyishi Students Union (ANSU) has written to President of India seeking immediate transfer of Governor JP Rajkhowa from Arunachal.

In its memorandum, Union alleged that Governor, who hails from Assam, is working against the interest of state.

“The two states have contentious border issues for many years and it continuous till today. In such situation public statements and position taken by the governor shows a clear case of Conflict of Interest; which will hamper development of Arunachal Pradesh” the Union said.

He has written a letter to Prime Minister of India, requesting him to develop the Airport in Lilabari (Assam) in lieu of a Green field Airport at Hollongi in Arunachal Pradesh. This is very much detrimental to the future development and prosperity of Arunachal Pradesh, the ANSU alleged.

While demanding transfer of Rajkhowa, ANSU added that his continuation will led to conflict of interest and social unrest. They also alleged that Rajkhowa is damaging the image of Raj Bhawan.

“The Present Governor is directly interfering in the day to day business of the state Government and he is trying to become an extra constitutional power center in connivance the opposition political parties, all such his activities are in the full public view. He is acting like the opposition leader which is against the interest and development of Arunachal Pradesh,” the union added.

 

 

Vodafone, Airtel bring smile to Seppa as BSNL fail subscribers

ITANAGAR, Dec 10: The private telecom service giants, Vodafone and Airtel have brought smiles to citizens of  Seppa, the district headquarter of East Kameng as the companies launched its services on Sunday. With launching of Vodafone and Airtel, the citizens in Seppa Township and its adjacent areas are freed from erratic and poor network service being provided by BSNL. Sources from Seppa informed The Arunachal Times that private telecom service providers have installed three BTS towers in the strategic and feasible locations in the headquarter. It also added that there is rapid growth of subscribers of both the service providers.

Welcoming the private Telecom service, Deputy Commissioner Sandeep Kumar Singh termed it as significant development and stated that it would give relief to BSNL subscribers. DC appreciated the cooperation extended by individuals specially the land donor for setting up of tower. He also hoped that both service providers would give hassle-free network to the people. Earlier, Vodafone and Airtel were unable to identify land for installation of towers, however, the district administration allowed them to install tower near DC office Seppa.

It is believed that with launching of these two telecom giants, the BSNL subscribers have got huge relief as the network congestion has significantly reduced.

“With launching of Vodafone and Airtel, there is minimal call drops in BSNL network” said Robin Hissang Principal Govt. College Seppa who is a BSNL subscriber.

The state owned telecom company BSNL has bad image in the district for its poor services. The citizens under the aegis of East Kameng Social Welfare and Cultural Organisation (EKSWCO) at many occasions repeatedly expressed displeasure over poor and erratic service of BSNL in Seppa. The people accused the BSNL of indifferent treatment towards the district, claiming that despite being one of highest subscriber base, the BNSL failed to provide 3G services to the district.

It is said the BSNL had installed three BTS towers in the town, however only two are functional leading to congestion in network.

In a statement, Vodafone stated that with the launch of superfast 3G services, Vodafone customers in Seppa will be able to experience a whole new world of faster, smarter and better network connectivity and mobile internet experience.

 

 

ABK E/Siang seek Dry days

PASIGHAT, Dec 10: The Adi Baane Kebang East Siang Unit has requested the East Siang district administration to declare Dry Days in the district during the year end and beginning of the New Year.  

A team of ABK ES unit led by President, Okom Yosung and Women Wing President, Yalem Taga Burang in a memorandum to the East Siang Deputy Commissioner has appealed for the declaring the Dry Days from Dec 24, 2015 to Jan 5, 2016.

The ABK unit stated that due to closing down of wine shops during the period last year, there were no reports of deaths due to reckless driving or violation of law and order.

Further, the ABK unit has also appealed the DC to regulate rentals of the houses and keep records of all occupants to control crime. Further, stating that boys and girls living together as tenants often cause problems as it suggested for separate accommodation for boys and girls.

 

 

Govt concerned over rising Pawan Hans crashes

NEW DELHI, Dec 10: Government is "concerned" over the rising number of crashes involving choppers of public sector company Pawan Hans, Lok Sabha was informed today.

"Yes...," Minister of State for Civil Aviation Mahesh Sharma said in reply to a question whether the government is concerned about the frequent crashes of Pawan Hans Helicopters in the country.

He was also asked about the remedial steps being taken by the government in this regard.

To another query, the Minister said five accidents of helicopters belonging to Pawan Hans Limited have taken place in the country during the period between 2012 and November this year.

The pilots of Pawan Hans are mostly taken from Defence Forces and they are trained as per Directorate General of Civil Aviation (DGCA) rules, he said.

The state-run chopper operator was complying with Aviation Standard-4 (AS4) requirements of ONGC for offshore helicopter operations, the Minister said.

The pilots have also been given training at France, Russia, HATSOFF at Bangalore, he said adding, the instrument rating of pilots is also carried out by DGCA approved examiners.

Besides, periodic safety audit of bases is conducted as per DGCA guidelines, Sharma added.

The minister also informed that Pawan Hans has taken several remedial measures to improve safety. PTI

 

 

Look after the welfare of children: DDSE

ROING, Dec 10: DDSE Roing, Mijum Lego has called upon the parents to look into the welfare of their children and to keep an eye on them to see that they are attending the classes regularly and not indulging in unlawful activities.

Lego was addressing an event in Govt Secondary School at Jia today.

He also appealed to the parents to cooperate and support the teachers in their endeavour to maintain discipline in the school and also to look into the local problems faced by them so that the teachers posted in the area may do their duty sincerely.

DDSE has advised the students to concentrate in their studies and to respect and love their teachers saying that there is beauty in loving.

Speaking in the function, ZPM Parbuk-Bukkong, Starson Saring called on the students to study hard and to maintain discipline in the school.

Headmaster of the school, O Gao informed that the school is currently facing water supply problem due to which the students have to carry water from far off for toilet use. He requested the authorities to look into the problem.

No work, No pay: DC

ZIRO, Dec 10: Expressing resentment at teachers absenting themselves from work, Lower Subansiri Deputy Commissioner, Kanki Darang has warned that they would not be paid salaries.

The DC was speaking at a meeting convened to review the education scenario and implementation of Swachh Bharat Abhiyan of Raga Block at his office today.

The DC directed the BEOs and the BRCCs to submit dully countersigned attendance registers to the DDSE every month and insisted that the BEOs of the concern block should regularly inspect schools and assess the performance of the teachers.

Responding to the queries on the transfer-posting of teachers, DC Darang said that the teachers will be posted based on village clusters earmarked within the Raga Block.  

Taking stock of the toilets constructed under Swachh Bharat Abhiyan, the DC emphasized on maintaining quality work. He directed the DDSE to form a committee to assess the quality before making the payments to the contractors.

Speaking in the meeting, DDSE Yumlam Tana requested the PRI members present to assist the government in improving the education scenario at remote places, since the elected members are the guardians of these areas. Regular monitoring by the school management committee and honest reporting to the concerned authority alone can stabilize the education scenario, he added.

ADC Raga, Millo Kojin, ADC Ziro, Nending Chatung, BEO Raga, Arun Murtem also spoke their views on  issues like lack of proper planning for construction of school infrastructures, lack of feasibility report, lack of furniture’s, teachers and teachers quarters etc. during the discussions.

The meeting was attended by BRCCs, CRCCs of Raga Block, ZPMs Raga, Kumporijo and PRI members of Raga block.

Earlier on Dec 4, Darang had made unannounced inspection of schools at Tayasimla, Godak, Repari and Pegmir and found some teachers absent. Show cause notices were issued to the erring teachers. DIPRO

 

 

Over 500 benefit from health camp

BOLENG, Dec 10:  Over 500 patients were distributed medicines free of cost during a Siang Health Mission and District Health Society Siang conducted health camp here today. During the camp 32 patients under went ultrasonography while, 110 patients underwent eye screening.

Speaking on the occasion, Director Health Services  Dr. M Jini informed that the objective of the health camp is to provide quality health care services to the needy who require surgery and future follow up at their door steps.

Also present on the occasion was Boleng ADC, Taro Mize who, interacted with the DHS and DMO Siang on CMUHIS and urged them to conduct mop up round at the earliest.

The camp was attended by Siang DMO, Dr. K Perme, DME Joint Director Dr. R Doye, Dr. Tater Kena, Gynecologist Dr. Narang Yam, Pediatrician Dr. Gemi Angu and Dr.  T Lollen.

 

 

Mushroom production technology training

DOIMUKH, Dec 10: Mushroom production technology training was organised today at KVIC campus, Doimukh.  

A total of 150 participants from 16 villages affected by NEEPCO Pare HEP participated in the training sponsored by NEEPCO under CSR-S.

Speaking on the occasion, ZPM Tana Yayu said that participants should be fully trained and become aware of the production as well as marketing so that this could be turned to a proper business.

Doimukh CO, M Pertin appealed to the trainees to equip themselves with the knowledge imparted in the training to be self sufficient and self reliant.

A book on Mushroom Production technology published by NEEPCO was released for the farmers.

 

 

20th Sub-Junior, Cadet & Junior State Level Karate-Do Championship begins today

ITANAGAR, Dec 10: The 20th Sub-Junior, Cadet & Junior State Level Karate-Do Championship, 2015 will begin at Yupia tomorrow.

Around 284 participants, including officials, from 17 districts and two sports institutions are participating in the two days state level event.

The participating districts are Dibang Valley (Anini), Papum Pare, Capital Complex, East Kameng, Changlang, Anjaw, West Siang, Tirap, Kurung Kumey, Lohit, Lower Dibang Valley, Upper Siang, Upper Subansiri, West Kameng, East Siang, Kra Daadi, Lower Subansiri. The two sports institutions are SAI, Naharlagun and Sangey Lhaden Sports Academy, informed Dr. Marli Ette, Vice President, Arunachal Karate-Do Association.

Parliamentary Secretary ((Tax & Excise) Tapuk Taku will attend the opening ceremony and inaugurate the championship.

Siang Highlanders and Naharlagun United FC enters finals

ITANAGAR, Dec 10: Siang Highlanders defeated the defending champion Arunachal United by a lone goal to enter into the finals of the 3rd state level veteran football tournament 2015 at Rajiv Gandhi Stadium, Naharlagun today.

Megu Jongkey shot the winning goal in the 6th minute of the extra time. The match had ended 0-0 till regulation time. By this win Siang Highlanders took sweet revenge as they were defeated by AUFC in the last year’s final.

In the second semi-final, Naharlagun United FC edged past Kurung Kumey Veteran via a penalty shootout. Kurung Kumey Veteran took a surprise lead in 43th min through a header by Bialok Ragit. Shocked by the goal, NUFC went all out for an equalizer and their persistent attack paid dividends when Toko Shama scored through a header. The match had ended 1-1 till regulation time and either team could make any goal during the extra time. In the shootout, KK Veteran captain Isaac Bamang missed the penalty while for NUFC Koj Tatung, Kipa Bharat, Toko Shama, Takam Tallum and John Neelam scored their penalty chances.

Siang Highlanders will lock horns with Naharlagun United on Dec 12 in the final of the tourney.

 

 

Greater Kameng Badminton Tourney commences

DIRANG, Dec 10: The Greater Kameng Badminton Tournament participated by players from erstwhile Kameng District of Seppa, Bhalukpong, Nafra, Bomdila and Dirang was declared open by Minister Hydro-Power Development & Veterinary Science Phurpa Tsering at the Miyong Badminton Club, Dirang today.

Welcoming the 120 avid badminton players, Phurpa said the annual event was a noble platform for the Kameng District badminton players and lovers to interact and cultivate sense of camaraderie and spirit of brotherhood amongst them. He further added that during NEFA times people of Greater Kameng were one and lived together as brothers and sisters and the event was a small effort to recreate the nostalgia and bridge the gap through the bond of badminton.

Underscoring that winning and losing was part of the game, Dirang ADC, D.Riba urged the players to maintain sportsmanship spirit while adding that participation itself was the most important aspect of the game.

Miyong Badminton Club chairman and senior public leader, Senge Tsering thanked the players for their massive response and turning up in such large numbers.

The three-day mega badminton event comprising various categories including Men & Women Singles and Doubles, Mixed-Doubles, Veteran, Sub-Veteran and Open Doubles for men would conclude on 12th evening with the prize distribution ceremony.

A new concept for Arunachal

In an interesting move, the Itanagar Municipal Council (IMC) is launching prepaid parking system for private and commercial vehicles within Capital Complex from December 11 onwards.  The IMC claims that this move has been initiated in order to regulate the parking of all private and commercials vehicles within Municipal areas. This is first time that any municipal body is launching prepaid parking system in the state. Even though it might be a new concept for Arunachal but prepaid parking system is followed in various cities across the world.

The cash strapped IMC will be able to earn much needed revenue from this initiative. Also the prepaid system will come handy in tackling the issue of finding parking space. Today it has become very difficult to find parking space in sectors and colonies of capital complex. Adding to it, the wrong parking along national highway often causes massive traffic jam. However with the introduction of prepaid system, IMC will be bound to regulate the parking within their jurisdiction. They will collect fees and therefore it becomes their duty to ensure that vehicles are parked properly. Also the revenue generated from it can be used for improving the basic amenities. As this is a new concept it might take some time for people to understand. People of capital complex should support this initiative of IMC.

Lacking health care system

Dear Editor,

Through the columns of your esteemed daily, I would like to highlight the plight of the Community Health Centre (CHC), Nacho. The CHC Nacho is one of the five CHCs of Upper Subansiri District but it neither has sufficient number of manpower nor infrastructure. The Community Health Centre has been functioning with only 18 to 19 staffs in total including a single doctor who is a homeopathic practitioner.

In almost all the time, these staffs remain absent from the facility. In the CHC Nacho, there is only one doctor, a health assistant, a pharmacist, two GNMs, an ANM, a laboratory technician and few D-group staffs. In terms of physical infrastructure, the CHC Nacho is functioning from a single type-IV type building for years. It has only four to five small-small rooms. The CHC Nacho is a 20 bedded health centre, but has only three beds for inpatients. There is no laboratory, no doctor’s room, no nurse’s duty room, no sufficient staff quarters, and many more deficient, both in terms of manpower and physical infrastructure.

As per the rules of the Indian Public Health Standard (IPHS), in a Community Health Centre (CHC), there should be at least one Block Medical Officer or Medical Superintendent, one Public Health Specialist and a Nurse, General Surgeon, Physician, Obstetrician and Gynaecologist, Paediatrician, Anaesthetist, Dental Surgeon, one Medical Officer-AYUSH, two General Duty Medical Officers, ten Staff Nurse, one Pharmacist, one Pharmacist-AYUSH, two laboratory technicians, a Radiographer, a Dietician, Ophthalmic Assistant, Dental Assistant, Cold Chain and Vaccine Logistic Assistant, OT technician, Multi Rehabilitation/Community Based Rehabilitation worker, Counsellor, two Registration Clerk, two Data Entry Operators, Account Assistant, Administrative Assistant, and seven D-group staffs. In all together, in a CHC, there should be at least forty six staffs and above. In case, patient load increases, the number of General Duty Doctors may be increased; additional fund should be provided for out-sourcing and providing support services as per need. Budget has to be provided for outsourcing Class IV services including OPD Attendant, Security and Sanitary workers.

Despite all these conditions of the CHC, the concern authority is showing lackadaisical attitude towards the health centre. They always fail to feel the peoples’ pulses. Since its inception, the CHC Nacho does not have the fate of having plural number of doctors. The authorities always post a single doctor.

In Siyum, Nacho, Limeking & Taksing areas, we have two more PHCs and a dozen of Sub-centres, but none of them has a doctor or even regular nurse or permanent and quality buildings. We have more than 25 thousand populations in the areas, but we have no good destiny of having any quality govt. facilities like, schools, hospitals, roads, telecommunications, and even of good administration. Our areas are being neglected by the centre and state governments. In every field, our people are being overlooked or ignored.

For medical services, the people of these areas come to this single CHC at Nacho as the other two Public Health Centre: one at Limeking and other at Taksing have no doctors and other medical staffs, and the District Hospital Daporijo is far from the reach of common and poor people of the areas. Therefore, CHC Nacho is the only lifeline of the people of these four most backward and border circles. But the concerned authorities are reluctant to post even a doctor to such a health centre where the lives of more than 25 thousand population are dependent.

Therefore, through this medium, I would like to request the concerned authority to please post at least two to three doctors and sufficient nurses to the Community Health Centre Nacho, if it is not possible to post them at all the sub-centres and in two PHCs. I would also like to request the authority to kindly clear all the remaining payment due to the contractors of the new hospital building which is almost finished and also request the contractors to immediately hand over the building to the department. If this building is completed and handed over to the department, at least the problem of hospital building will be minimised to a great extent and people can get benefits from this.

While her husband, the five-time world champion Viswanathan Anand has been battling it out at London Chess Classic, she along with her family members is championing the cause of the flood refugees staying in Chennai. It appears that the king of chess has got a queen of heart. While the former is undoubtedly a Bharat Ratna to all of us in the field of sports, the latter has come out as a luminous Manab Ratna.
